Lane Waters was born in Murray, Utah and raised during gentler times in the beautiful Salt Lake Valley. After living in Germany for two years, he served for more than ten years in the Air National Guard, first as a medic then as a firefighter. Mr. Waters earned
bachelor degrees in Special Education and Organizational Communications from the University of Utah and Arkansas; he received his Juris Doctorate from the University Of Arkansas School Of Law in 1989.

Mr. Waters has practiced civil as well as criminal law; however, it is his background with the less fortunate that has continually drawn him towards serving the interests of the disabled or those seeking justice from powerful organizations.

Pat Frascogna

Joseph Patrick Frascogna was born and raised in Jackson, Mississippi. Mr. Frascogna was educated in Catholic and Episcopal schools in his hometown before leaving for college in Southern California. In 1985 he earned a Bachelors of Science degree in
geology from the University of California at Los Angeles (UCLA). After his graduation from UCLA he studied the German language abroad at the prestigious Goethe Institute in Munich.

Upon his return to the United States Mr. Frascogna was invited to join the Washington, D.C. staff of United States Representative William M. Thomas of California. As one of four legislative advisors to Congressman Thomas, Mr. Frascogna was responsible for constituent services and congressional testimonies for issues related to the United States Departments of Transportation, Energy, Forest Service, and of the Interior, including the Bureaus of Land Management, Reclamation, and Indian Affairs.

Mr. Frascogna left Washington in 1987 to return to his hometown to be with his beloved father before his passing that same year. In 1990 he earned his law degree from the Mississippi College School of Law in Jackson. Mr. Frascogna began his career working as an assistant Public Defender for Hinds County, Mississippi where he gained extensive trial and courtroom experience during his three-year tenure. Afterward, he entered private practice and soon thereafter began handling consumer law cases. More than a decade later, Mr. Frascogna has now handled thousands of consumer law cases including a substantial number of those through litigation in the Federal Courts under either the Fair Credit Reporting Act (FCRA) or Fair Debt Collection Practices Act (FDCPA).

Mr. Frascogna is a staunch advocate for the rights of the consumer, especially when those rights are disregarded by careless, often arrogant and, occasionally, cavalier, attitudes in the credit reporting and debt collection industries. He is married to his lovely wife, Lisa, having one son together, Joseph Franco.

Mrs. Frascogna graduated from Hinds Community College with an Associate Degree in Nursing in 1986 and began her career at Mississippi Baptist Medical Center in Jackson, Mississippi. Her 16 years of clinical nursing included experience in Labor and
Delivery, Neonatal Intensive Care, Pediatric Intensive Care, Adult Intensive Care, Surgery and Post Anesthesia Care (PACU) and later in 1990, was involved in Surgical Administration and specialized in hospital, JCAHO and OSHA policy and procedure development. She also functioned as a member on various hospital committees such as the Surgical Committee, Quality Assurance, Ethics, Benchmarking and Re-engineering Committees.

After obtaining her B.S.N. from the University of Mississippi Medical Center in 1996, she attended the Mississippi College School of Law and received her Juris Doctorate in 1999. While attending law school she was a medical/legal nurse consultant to local area law firms and worked at the Mississippi Nurses Association (MNA) as a Health Affairs Coordinator and legislative Lobbyist, where she was involved in several state level committees such as the U.S. Attorney’s Office Health Care Fraud Task Force and the State Department of Health’s - Health Management Organizations Quality Assurance Committee (HMO QA). During this time, she was also chosen as a state (MNA) and national American Nurses Association (ANA) delegate, served as Treasurer in the District #13 Nursing Association and was Chair of the Mississippi Nurses Association Political Action Committee (MNA-PAC).

Upon her graduation from Law School, Mrs. Frascogna created a quarterly newsletter, The Mississippi Nursing Law Review, that provided legal information and education to nurses throughout Mississippi and also became a Contributing Editor/Legal Column Coordinator for the national official nursing journal of the American Nurses Association, the American Journal of Nursing (AJN), which had a circulation of over 350,000 subscribers. She joined forces soon thereafter with her husband, J. Patrick Frascogna and early in her legal career gained legal knowledge and experience in multi-district class action Pharmaceutical defense work, Administrative and Elder Law litigation, which included issues involving Medicaid/Medicare, Social Security, disability and mental health issues and federal regulations including administrative appeals and hearings, eligibility analysis, special needs trust and elder abuse issues. Currently, her legal practice consists mainly of Consumer Credit litigation, specializing in federal regulatory issues, including class action litigation, based on violations under the Fair Credit Reporting Act (FCRA), Fair Debt Collection Practice Act (FDCPA), Unfair and Deceptive Practice Act (UDPA), Real Estate Settlement Procedures Act (RESPA) and the federal Truth-In-Lending Act (TILA).
